They want another 9/11 to give them another excuse to delay or cancel elections and take away liberties. This unnecessary war is likely to cause up to a dozen such terrorist attacks over the next 20 years. But with counterintelligence and counterterrorism capabilities weakened and disbanded, it is all that much more likely.
