In an "I can't use the platforms I'm familiar with". Yes, he can. Can he shut off the ability to Internet with non-U.S. countries? No, not really. With the way he's burning bridges with allies, we're not even going to be able to probably broker reciprocal arrangements like has been possible for the last 50 or so years.
